5 maj förlorar vi vår rätt att ladda upp och ladda ner vad vi vill, och operatörerna vinner rätten att filtrera, blockera och stänga av folk från Internet om inte Citizens' Rights Amendments får majoritet (del 1, del 2, del 3). Om vi jämför Rådets Gemensamma Ståndpunkt med Trautmanns kompromiss ser vi klart och tydligt att det som förut kallades "traffic management policies" nu heter "conditions limiting access to and/or use of services and applications".
Därför måste ändringsförslag 7 i del III i Citizens' Rights Amendments få majoritet den 5 maj, och INTE Trautmanns kompromiss. Ändringsförslaget säkerställer att de rättigheter vi har inte tas ifrån oss genom "limiting conditions" och anger vad "traffic management policies" ska användas till i ett demokratiskt samhälle:
This amendment provides an implementation of the principles laid down by Article 32a of Directive 2002/22/EC adopted in first reading (Amendment 166) in the specific case of technical measures – and traffic management are technical measures – because they can either be totally neutral or considerably damaging to individual's and enterprise's freedom, as well as hindering some information society services by discriminating them. Recent cases of blocking of services because in competition with the services provided by network communication providers or their affiliates are eloquent of already present risks.
