Med anledning av oroligheterna i parlamentet ringde jag Europe Direct på 00 800 6 7 8 9 10 11 och frågade när rådet avslutar sin förstabehandling av telekompaketet. Eller med mer eurokratiska ord: när kommer den politiska överenskommelsen om en gemensam ståndpunkt att antas som en gemensam ståndpunkt?
Update klockan fyra: slutligt besked - det blir en A-punkt 16 februari.
Update 29 januari: Henrik Hansson dementerar: "Det finns inget datum spikat" (21:44).
Update 30 januari: Jörgen Samuelsson säger att förhandlingarna är avslutade och att tjeckiska ordförandeskapet har ambitionen att lägga fram telekompaketet på utbildningsrådet 16 februari. (08:28)
De svarade att... de inte visste. Och att de inte ens kunde hitta den politiska överenskommelsen från 27 november förra året. Däremot kunde de upplysa om att jag kunde fråga kommissionen per mail på infso-telecom@ec.europa.eu. Tyckte att det var lite underligt att jag inte fick en hänvisning till rådet, men med detta fick jag nöja mig.
Så då provade jag svenska EU-upplysningen. Mycket trevligt bemötande. De snappade frågan direkt. Jag lämnade mitt svenska telefonnummer och de lovade återkomma. Bloggar om svaret så fort de ringer!
Update kvart i tolv:
EU-upplysningen ringde just tillbaka och berättade att de pratat med EU-samordnaren på regeringskansliet, närmare bestämt på näringsdepartementet. Där hade man svävat på målet vad gäller datumet för antagandet av rådets gemensamma stådpunkt. Däremot var det klart besked vad gäller parlamentets andrabehandling och rådets slutliga antagande. Den 21 april respektive 12 juni. Det var ju bra med klara besked, men eftersom förhandlingar fortfarande pågår om rådets ska anta sin politiska överenskommelse från 27 november undrade jag varför det inte gick att få klarhet om just det datumet. Dessvärre kunde EU-upplysningen inte ge mig mer information utan hänvisade till den EU-samordnare de pratat med.
Så jag ringde upp. Det visade sig att EU-samordnaren förväntade sig att den gemensamma ståndpunkten skulle antas på vilket rådsmöte som helst, ja rentav att den redan kanske blivit antagen. Det kommer inte att bli nån omröstning, utan rådets version av telekompaketet kommer att läggas som A-punkt. " - Det klubbas som A-punkt på vilket rådsmöte som helt".
Eftersom telekompaketet är en väldigt tungt paket ställde jag mig skeptisk till det påståendet. Både Sverige och England reserverade sig i november. EU-samordnaren hänvisade till Jörgen Samuelsson som dessvärre var upptagen. Jag avslutade samtalet med att be om bli uppringd när det fanns möjlighet att få besked.
A-punkt... ska vi tippa på fiskerirådet igen?

EU-samordnaren ringde upp för en stund sedan och berättade att telekompaketet kommer att läggas som en A-punkt 16 februari. Det ser ut till att det skulle vara ett rådsmöte med kulturminstrarna. Telekomministrarna träffas inte förrän den 19:e. Konstigt eller hur!?!?
Det här avslöjar att det brinner i knutarna. Europaparlametet måste nämligen officiellt ta emot rådets gemensamma ståndpunkt för att kunna påbörja sin andrabehandling. Och tittar man i parlamentets kalender så hittar man... precis... en minisession den 18 februari (eller "sammanträdesperiod" enligt svensk terminologi, markerat med rött).
Detta förklarar också varför Medina-rapporten ligger för omröstning i plenum den 19:e. Den ska underminera 166 och 138 och säga att parlamentet visst vill att folk ska stängas av från internet.
